I m probably going to put a subfloor down and then either linoleum or tile on top of that. On the face of it installing new carpet over the old carpet does have some advantages. You should not glue the pad and carpet together and then glue it to the vinyl as this would cause too much work if it ever needed to be removed. This pad should be laid down right over the vinyl but not over the carpet runners.
